Connecting to the Personal Property Securities Register for high volume users

For most users of the Personal Property Securities Register (PPSR) the website will provide fast and efficient access to registration and searching services.  For clients who conduct a high volume of transactions, establishing a dedicated Government to Business connection may be better suited to their business.

A Government to Business connection establishes a direct link between a client’s computer and the PPSR.  The client’s software replaces the web browser as the means of transmitting raw data to and from the register.  The data returned from the PPSR can be formatted and integrated directly into the client’s business systems.

Government to Business processing occurs in real time via an Internet Secure Socket Layer (SSL) session.

Advantages of Government to Business

The Government to Business system offers two key advantages:

  • The system facilitates high volume processing for users who conduct a large number of transactions; and
  • Data can be taken directly from the client’s system reducing the need to re-enter information and the risk of data entry errors.

     

PPSR functions not supported by Government to Business

The Government to Business system offers almost all of the functionality available via the PPSR Internet site including registration, search and amendment services.  Some features are not provided in the Government to Business system.

These include:

  • Subordinations and cancellation of subordinations
  • Lodging of change demands by debtors or interested parties
  • Acceptance of change demands by secured parties
  • Maintaining secured party details
  • Establishing accounts and users
  • Transferring between secured party groups and
  • Changing a financing statement PIN or debtor PIN.

Technical requirements

An organisation wishing to establish a Government to Business connection will need to develop and maintain their own software, which will transmit XML via HTTP to PPSR and receive XML responses via HTTP from PPSR.  Government to Business users must be able to support HTTP connections via SSL using PKI technology.

If your organisation does not have the resources to develop your own software, a number of third party software providers have developed a generic ‘off the shelf’ product that could meet your PPSR registration needs.

 

Government to Business specification

The Personal Property Securities Register Government to Business Specifications outlines the technical design requirements to develop your PPSR Government to Business system.

To obtain a copy of these specifications, you must first enter into a confidentiality agreement.  A copy of this agreement is available on request by e-mailing: technical.support@g2b.govt.nz.  This should be signed and returned to the Ministry.

A copy of the specifications will be made available to you upon receipt of the signed confidentiality agreement.

Establishing a connection to the PPSR

During the software development process, a client may test their software on the Ministry’s test database before connecting to the production system.  Once they are ready to connect to the production system, a client will need to carry out certain administrative procedures to activate their Government to Business connection.

These administrative functions are all available through the Government to Business website, www.g2b.govt.nz, and include:
  • Becoming a registered user by establishing an account with the Ministry.
  • Reading and agreeing to the terms and conditions of a third party connection agreement, which specifies requirements in relation to the Ministry’s connection security policy, standards and procedures.
  • Creating a separate Government to Business account and user logon.
  • Selecting and requesting access for the Government to Business transactions they wish to use and verifying the version of each transaction they wish to use. Advance notice will be given before any particular version of a transaction becomes redundant.
  • Obtaining and installing a client certificate.

Government to business connection costs

No additional charges are applied when using a Government to Business connection, although the fees prescribed in the PPS Regulations still apply for PPSR services.
